ASPOL Commission, Headed by Oleg Budargin, Proposed to Establish 'Environmental Security in Arctic' Standard
The improvement of an ecological situation in the Arctic can be achieved by public 'Environmental Security in the Arctic' Standard; an initiative to establish it was advanced by the Association of Polar Explorers (ASPOL) Commission (in the field of Ecology), headed by the Director General of JSC Rosseti - Oleg Budargin.

It was announced at the ASPOL meeting on May 21, 2015 by the First Deputy Director General for Technical Policy of JSC Rosseti - Roman Berdnikov, presenting a report on work of the ASPOL Commission in the field of Ecology.

"Now that the Russian Arctic zone is experiencing a new phase of industrial, socio-economic and infrastructural development, the issues of nature conservation and environmental protection are particularly pressing and we can solve these problems only in very close cooperation," he said.

As the initiators suppose, a public 'Environmental Security in the Arctic' Standard can include a set of common requirements of environmental behaviour, including for organizations operating in the Arctic region, as well as a number of public initiatives.

The meeting of the ASPOL Council opened the business part of a programme of festive events in Moscow, devoted to a professional holiday - a Polar Explorer Day, which is celebrated annually on May 21, starting from 2013.

The festivities were also attended by the representatives of the Government of the Russian Federation and the State Duma.

Association of Polar Explorers, Interregional Public Organization (ASPOL) is a large Russian interregional public organization, founded in 1999. The President and the Chairman of the ASPOL Council is an oceanographer scientist, PhD in Geographical Sciences, a corresponding member of the Russian Academy of Sciences, a famous explorer of Arctic and Antarctic - A. N. Chilingarov.

The Council of the Association of Polar Explorers, Interregional Public Organization consists of the representatives of federal and regional government bodies, ministries and departments, directors of large industrial enterprises, credit and financial, religious and charitable organizations, rectors of Russian higher educational institutions, prominent scientists and explorers.

The main activity of the ASPOL is aimed at the profession popularization and its prestige raising, as well as at social protection of polar explorers. The ASPOL promotes improvements in the legal framework of the Russian Federation in the development of the Arctic zone and attraction of investments to priority public projects; brings together participants in economic and social development of the Arctic and Antarctic; forms and implements environmental programmes; promotes a comprehensive research work and scientific personnel training.

Starting from 2013, JSC Rosseti has actively cooperated with the Association of Polar Explorers, Interregional Public Organization (ASPOL). Director General of JSC Rosseti - O. M. Budargin is the Vice President of the ASPOL and the Head of the ASPOL Commission (in the field of Ecology). The first meeting of the ASPOL Commission in the field of Ecology was held on December 10, 2014 within the IV International Forum "The Arctic: Present and Future". The Commission consists of the representatives of more than fifty backbone FEC companies, public organizations, as well as heads of administrations of subjects of the Russian Federation.

The Commission examines public initiatives aimed at elimination of environmental damage and strengthen the environmental safety of the Russian Arctic territories.

The next meeting of the Commission scheduled to be held in June, 2015 within the St. Petersburg International Economic Forum.
