Available Grids Forum Brought Together over 200 Participants from all over Russia

More than 200 representatives of relevant ministries, regional governments, regulatory bodies of subjects of the Russian Federation, of territorial grid companies and business communities became participants of the National Forum on Technological Connection "Available Grids: projects, experience and pressing issues" organized by JSC Rosseti.

During the discussion there was raised a wide range of issues related, in particular, to the role of public authorities in an optimal and balanced distribution of costs at tariff regulation of technological connection and involvement of non-tariff sources in the process of connection to the grids.

Lenenergo, JSC (a subsidiary of JSC Rosseti) initiated a discussion on peculiarities of provision of accessibility and development of power infrastructure in megacities.

The experts also discussed the interaction of power grid companies and executive bodies of subjects of the Russian Federation in the field of technological connection, territory planning and prospective placement of power grid facilities.

The Director of Electrical Energy Industry Development Department in the Ministry of Energy of the Russian Federation - Pavel Snikkars - noted during his speech about the correctness of the direction vector, chosen by JSC Rosseti for the development of relationships with consumers: "Power grid companies of the Group are realizing a very competent policy for an increase of public and business awareness on procedures of technological connection by opening new modern customer service centres, Internet portal and free telephone line," - he mentioned.

During the discussion of existing obstacles for dynamic realization of "road map" items to improve accessibility of grid infrastructure, the representatives of JSC Rosseti revealed the problem of falling out incomеs.

According to the First Deputy Director General of JSC Rosseti - Roman Berdnikov - a serious obstacle for grid sector development, and as a result, for opening new, modern power supply centres and for an increase of electricity availability is non-refundable falling out incomes of grid companies, occurred due to technological connection of so-called privileged consumers. Thus, a current model does not provide for electric power industry companies with compensation of costs for technological connections of consumers of declared capacity of up to 15 kV, says R. Berdnikov.

According to Alexander Khurudzhy ( the Head of the team of the Agency for Strategic Initiatives (ASI) on searching for the best practices in the field of technological connections, the Chairman of the Board of Non-profit Partnership of Territorial Grid Organizations), it is necessary to use new mechanisms of interaction between power grid sector and authorities, transferring the best practices to regions. As an example, A. Khurudzhy presented a pilot project, performed in Rostov region, where terms for TC were reduced from 340 to 90 days.

At the forum a productive discussion on problems of "road map" realization, aimed to improve power grid sector accessibility, as well as the need for appropriate legislative changes, appeared.

In general, experts say, that the annual forum allows to adjust and synchronize development vectors for regions and the federal centre, concerning TC issues.
