Issues of development of the Vologda Region electric power grid infrastructure discussed in Moscow by the region Governor Oleg Kuvshinnikov and Executive Director of IDGC Holding Andrey Murov General Director of IDGC of the North-West, JSC Sergey Titov took part in the meting. Issues of consumer power supply in the Vologda Region were discussed on November 27 at the meeting of the region Governor Oleg Kuvshinnikov and Executive Director of IDGC Holding, JSC Andrey Murov that took place in Moscow.
In particular, one touched upon implementation of 2012-2017 investment program of Vologdaenergo branch of IDGC of the North-West, JSC. The amount of investment will make 9.7 bln RUR. The largest investment projects include construction of a 110 kV distribution station for Krasavino GT CHP to supply power in full as well as construction of “Yuzhnaya” substation in the Zasheksninsky District of Cherepovets.
Within the framework of the program implementation one plans to additionally reconstruct and commission 900 MVA of transformer capacities and to construct in the Vologda Region over 400 km of HV transmission lines. Measures will be carried out for elimination of distribution capacities deficit.  Electric power capacities will be provided for operation of the enterprises already in place in the region and for new investment projects, said Oleg Kuvshinnikov. - Mutual understanding has been reached on all issues related to the investment program implementation”.
Additionally, in the course of the Moscow meeting the issue was brought up of continuation of contracts for lease of “last mile” facilities. Such contracts are one of the cross-subsidy tools aimed at reduction of tariff load on the population.  Within the Vologda region territory, over 45% of consumers’ capacities are connected to the grids of the Unified National Electric Grid (UNEG). According to specialists’ estimates, a decision on cancellation of “last mile” contracts since January 1, 2014 may result in an explosive growth of electric energy transmission tariffs for most of the population.
“A decision has been taken to create a joint work team to include representatives of the Government of the Vologda Region, IDGC of the North-West, JSC as well as largest consumers of electric energy regionally. The work team will formulate joint proposals concerning the “last mile” and submit them to the Government of the Russian Federation,” noted the Vologda Region Governor.
